Tús Team Leader – Ballyfermot / Chapelizod Partnership Company – Dublin

Our Mission:  The Ballyfermot/Chapelizod Partnership Company Limited aims to collectively work to increase the economic base and resources of the community, and to develop and sustain the education, work and life opportunities of all the people of the area.

Reporting: The Tús Team Leader will report on a day to day basis to the Partnership’s Employment Services Manager.

Tús
The work initiative, “Tús – Community Work Placement”, will provide short-term quality and suitable working opportunities for people who are unemployed while at the same time carrying out a broad range of services of benefit to the community and in a variety of community settings.

Purpose of the Job:
To implement the Tús Initiative in the Ballyfermot/Chapelizod/Canal Communities Partnership area of operation, in order to provide quality work placements for unemployed individuals within the community and voluntary sector.

The role will involve:

Project Management:

Working within the staff team to develop and implement Tús in the Partnership’s areas of operation
The identification of quality work placements in community organisations and settings, including but not exclusively;
Managing the day to day operation and delivery of a Care and Repair Programme (Helping Hands) for older people in the community
Supporting a team of Tús participants in the delivery of this care are repair programme.
Promoting the Care and Repair programme to all relevant stakeholders, including older people, community groups, and agencies
Oversight, supervision and monitoring of all Care and Repair activities
Working with volunteers and other stakeholders in supporting the care and repair programme

Human Resources:

The supervision of participants, including monitoring time and attendance
Setting, managing and monitoring work schedules and attaining targets
Delivery on work-specific training
Development and implementation of a ‘learning on the work’ process to support the participant’s professional development
Managing the output of the participants to match the expectations of the communities

Administration:

To facilitate the recruitment of Participants, and to manage and process Participants’ documentation including applications, assessments, start-up forms, weekly wages and leavers forms;
To ensure that all Participant entitlements are processed correctly for all Social Protection entitlements including fuel allowance, medical cards, budget increases and changes in circumstances;
To ensure that Participants are in receipt of the correct Social Protection payments,  that Pobal are notified immediately of any errors and to ensure that any forms or correspondence signed by Social Protection are not amended under any circumstance;
To ensure that all information that may have a bearing on Participant payment rates is processed accurately and without delay in order to ensure that neither overpayment or underpayment situations occur;
To implement and manage an effective time keeping record system for Participants on projects;
To produce regular progress reports to the Manager including community work reports, advertisements and personnel reports;
To make recommendations on materials, and to monitor and record the use of materials purchased for use on work placements
To maintain a personnel record for each Participant, ensuring confidentiality in relation to such records;
To safeguard all assets, goods, and materials provided for the operation of Tús;
To operate within the materials budget allocated; and
To ensure that tasks operate within the terms of the Implementing Body’s insurance policies.

Health and Safety

To ensure, in association with the Manager, that all work carried out under Tús is done in compliance with all relevant workplace legislation and in line with current best practice, in relation to, inter alia, health and safety and measures against harassment and discrimination;
Ensure that all work areas provide a safe and healthy environment for Participants, both in terms of facilities and work practices;
To organise with the Manager relevant health and safety training for Participants;
To ensure adequate protective clothing/equipment is purchased and issued to Participants.

Community

To work closely with the Implementing Body’s staff and community development officers;
To support community groups with the implementation of their local work plans;
To schedule, supervise, support and manage Participants in partnership with local community groups;
To develop and maintain a good working relationship with each community liaison officer, and to maintain community project records including calls and correspondence.

Participants

To organise with the Manager, the matching of Participants to work programmes based on their skills, knowledge and geographical location;
To liaise with Pobal on behalf of the Participants with regard to weekly payments or changes in circumstances;
To communicate effectively with all Participants;
To deal with disciplinary and grievance matters in relation to Participants in line with the Implementing Body’s policies;
To pro-actively manage Participants in terms of eligibility and performance.

Other

To liaise with local agencies including, but not exclusively, the Dublin City Council, Health Services Executive, Social Protection local offices, SOLAS , Local Employment Service as necessary;
To attend Supervisor/Team Leader team meetings;
To ensure that each work placement complies with all the regulations of the Department;
To represent and promote Tús in day-to-day work, outside meetings, highlighting the positive benefits of participation for individuals and communities; and
Any other duties deemed appropriate to Tús at local level.

Key skills and competencies

Good Standard of Education
Ability to work as part of a team
Management and organisational skills
Proven ability to manage staff, particular general operative staff
Good interpersonal skills and ICT skills
Hold a current driving license

Conditions of Work

Tús Team Leaders will be required to work 39 hours a week
A probationary period of at least six months will apply.
Initial contract will be for a one-year period and can be renewed subject to satisfactory performance and the continued funding of Tús
Your office location will be in the Ballyfermot/Chapelizod Partnership area of operation (may be subject to change)
Maximum Annual Leave 21 Days
