Development Specialist – Kilkenny LEADER Partnership

Kilkenny LEADER Partnership is seeking to recruitment a Development Specialist to support the implementation of The Social Inclusion Community Activation Programme (SICAP).

First Point of Contact Education, Training & Employment Specialist (Goals 2 & 3); 20 hours per week. (6 month contract)

The role’s focus is on the delivery of engagement, education & training supports & employment supports to people most distanced from education, training and employment and/or who are socially excluded communities/groups identified as priorities under SICAP. This key role will act as the first point of contact to the KLP client group and manage the referral process deeper into the organisation.  Development Specialist(s) will be required to concentrate on the following target groups; Children and Families in disadvantaged areas, Lone parents, new communities (including refugees/ asylum seekers), People living in disadvantaged communities, People with disabilities, The Unemployed, Travellers and Young people unemployed living in disadvantaged areas. Particular attention will be paid to the Not in Employment, Education or Training (NEET’s), group.

Development Specialist(s) will be required to support the development of engagement strategies that will reach and support the participation of the targets groups above in employment and enterprise programmes. They will also be required to support the development and refinement of a referral process between KLP and other providers in the Education, Training, Employment & Enterprise arena. To enable ‘flows’ between providers that are visible, understandable and accessible to people who are unemployed in Co. Kilkenny. Specialists will be required to develop an Individual Learning Plan with each client that will support engagement, the focus of the training experience and ensure progression on to mainstream services and/or the labour market. It is expected that ‘in house’ training programmes will have to be developed, procured and delivered as well as the leveraging of training and development programmes from other providers in the sector.  It is also expected that increased capacity of local groups will deliver greater levels of representation on local, regional and national representative structure relevant to education and training provision to SICAP target groups and communities. Specialists will be required to support the delivery of the Key Performance Indicators attached to the Objectives of Goals 2 & 3 of the Programme.  A key task will the management of key client data on to the IRIS (CRM) system.

Key Requirements:

3rd Level Qualification in a relevant field
3 – 5 years’ experience working as a Senior Development Officer in the field of Community Development and in particular Social Inclusion Work
A proven track record in the delivery of programme related targets
An excellent working knowledge of the Local Development Sector Education, Training and Employment Services.
