Request for Proposal – Strategic Planning Consultant Facilitator – Saint John of God Housing Association – Dublin

2. Specification of Requirements
2.1 Introduction: Strategic Plan 2024 – 2028
Tenders are invited for a Strategic Consultant Facilitator to assist Saint John of God Housing Association to develop its Strategic Plan for the period 2024-2028.
It is envisaged that the successful applicant will undertake / produce the following outputs during the period September – December 2023:
Facilitate a robust and vigorous internal engagement process with Board, Staff (6 plus 3 part time), tenants (343 approx), families and associated bodies which is deemed essential in terms of informing the process and the success of the ultimate strategic plan;
Carry out external consultation and engagement as well as review and assess the changing policy and regulatory environment in which services and supports are provided;
Review current structures and service support areas and indicate areas for potential improvement to assist Saint John of God Housing Association to carry out the stated vision and mission identifying what have been the key outcomes, outputs and achievements from the last strategic plan over time;
Identify potential key internal and external issues for the organization for 2024-2028 and beyond
Identify good practice in governance, advocacy and communication which will support both quality service delivery and the implementation of the agreed strategy;
Produce a draft plan indicating key strategic outcomes and organizational objectives, with timelines and performance indicators by Spring 2024. The plan will include a mechanism for periodic review by the Board and its Executive during the lifetime of the strategy.
Process: the organizational review and strategic planning process will be led by the SJOGHA Strategic Planning Oversight Committee who act under the Board’s authority and to whom the Committee will make a final recommendation.
2.2 Methodology
The methodology is envisaged to include a combination of desk research, interviews with key internal and external stakeholders and surveys/questionnaires, SWOT/PESTLE analysis, facilitated sessions with Board, Staff, tenants, families, and Saint John of God Hospitaller Services Group and Saint John of God Community Services where required.
It is envisaged that the process will result in a clear perspective on how SJOGHA has arrived at its current position and how the internal & external analyses of its environment, informed by the Mission, Vision and Values of the organization are leading to Strategic alternatives. The process will outline choices now available together with the required planning and resources required to implement these choices, in the context of SJOGHA as a learning organization.

2.3 Skills & Expertise
Tenderers are requested to demonstrate:
competence in strategic planning development, consultation, monitoring and evaluation;
proven facilitation, communication, and report writing skills;
interest, appropriate experience and knowledge of housing and associated social care and mental health of persons with intellectual disabilities, both nationally and internationally;
competence to complete the work within an agreed timeframe;
the required arrangement for the appropriate management of company information.
