Request for Tender – HSE National Office for Suicide Prevention

The HSE National Office for Suicide Prevention (NOSP) invites applications from suitably qualified and experienced consultants/organisations to design, and facilitate the implementation of a sustainable learning community of practice with HSE Resource Officers for Suicide Prevention to support capacity building.

It is envisaged that the successful applicant will undertake the following activities during the 18 month contract (September 2017 to February 2019);

Through a process of exploration and inquiry identify the purpose, goals, and vision for the community of practice
Undertake a baseline assessment of the capacity of the HSE Resource Officers for Suicide Prevention using the Community Capacity Index [1] (which will be used as the basis to evaluate capacity achievements and to inform plans to increase capacity)
Lay out a tentative schedule of events for the learning community (weekly, monthly, quarterly, and/or annually) that will engage members in collaborative learning and knowledge sharing activities, group projects, and networking events that meet individual, group, and organisational goals while creating an increasing cycle of participation and contribution.
Launch the community over a period of time in ways that engage ROSP’s and deliver immediate benefits.
Use the community of practice as a vehicle to drive and build the capacity of the local CfL implementation teams/structures (using the Community Capacity Index).
[1] The Community Capacity Index is an evidence-informed tool designed (in the University of Queensland) to establish baseline indicators of the capacity of a network, to inform a plan to develop future capacities, and to evaluate changes in capacities over time. The Index has 4 domains of capacity namely network partnerships. knowledge transfers, problem solving and infrastructure. Within each domain there are levels of capacity, and within each of these levels and sub-domains there are a series of indicators.
