Senior HR Manager – Depaul – Dublin

Depaul is a cross border charity working to support people who are homeless or at risk of homelessness. Depaul is a values led organisation deriving our values from a Vincentian ethos. Depaul’s services can be split into 4 main areas homelessness and addiction, homelessness and vulnerable families, homelessness and prevention and homelessness and criminal justice. Depaul is not a faith based organisation so our staff and volunteers can be of any faith or none at all. Depaul employs over 400 staff in diverse roles in both Northern Ireland and Dublin and the HR department operates as a cross border department. Depaul is looking to recruit the following role: Senior HR Manager (Cross Border)

Primarily based in the Dublin office but also covering Belfast office

Salary €54,000 circa per annum, full time hours, permanent contract

1. Role

Reporting to the Director of Finances and Corporate Services, the Senior HR Manager leads in relation to the management of the HR function and contributes as part of the senior management group to the strategic direction and overall management of the organisation.

Management of the HR function is broad in scope and includes:

Ongoing review and implementation of HR policies and procedures in line with legislative and sectoral developments in ROI, NI, EU directives and Depaul values
Identification of resourcing requirements and delivery of recruitment campaigns
Management of the payroll and staff records functions, including generation of routine and ad-hoc reports
Identification and delivery of the annual training plan
Ongoing review and implementation of the health and safety statement
Development and delivery of staff health and well being initiatives
Representation of Depaul  in staff briefings and trade union consultations/negotiations and also externally, and
Resolution of staff issues arising.

In managing the HR function, the Senior HR Manager is responsible for a team of four HR staff who will work in partnership with the service function, advising and supporting in relation to staffing matters including legislative developments, delivery of recruitment and training services and resolution of staffing issues.  The Senior HR Manager also line manages office manager positions in each of the Dublin and Belfast offices, which involves responsibility for general office management in both locations.

2. Skills, Knowledge and Experience

This role requires

A third level qualification, ideally specialising in HR or business
At least five years working in a HR role of which at least two years have been at HR management level, with responsibility for HR policy formulation, recruitment, payroll, training, staff well being, consultation and case resolution, ideally in an NGO setting
Experience developing and managing line staff
Competence using PAMS system, and
A thorough knowledge of employment law in both ROI and NI jurisdictions.

An understanding of the issues facing homeless people is also required.
