Tender for the Preparation of a Feasibility Study – Meath Womens Refuge and Support Services

Meath Womens Refuge and Support Services (MWRSS) is seeking a suitably qualified consultant to undertake a feasibility study to develop a feasibility study. The Terms of reference for the study will include working jointly with the board and manager of MWRSS in relation to the development of the study in order to:

Explore the feasibility of a new building which will consist of 6 accommodation units for women and their children who have experienced gender based violence

Undertake a site appraisal, and assessment of use of adjoining land, easement and restrictive covenants e.g. the current building on site is listed, environmental impact and so on and highlight any legal or statutory issues that may arise in the development of the building e.g. planning permission, environmental impacts and issues regarding listed buildings

Create a development plan for the infrastructural development of the building which would include: an analysis of the accommodation structure being proposed; surveying of the site; an assessment of the potential of re use of existing facilities or doing nothing rather than building new facilities; undertake an assessment of a smart energy design of the building to make optimum use of it and finally to explore procurement options for a new build

Analyse the costings and budget required to complete the building as part of the study

Produce a final report that is presented in a way that can support MWRSS to make an informed choice whether or not to proceed to the next stage. The information should be presented in a format that is user friendly, easily shared and understood.
