Misean Cara is seeking a suitable candidate for the position of Financial Controller. Reporting to the Chief Executive Officer, the key focus of the role is the provision of robust financial support in relation to the financial strategy and financial performance of Misean Cara.

Misean Cara

Founded in 2004, Misean Cara is a faith based organisation of 89 congregations who are committed to working with and for the marginalized and most vulnerable people in the developing world. Our annual budget is €16 million. Our members live and work with marginalized communities in the areas of education, healthcare including HIV/AIDs, community development, income generation, water and sanitation, the environment and human rights. Our purpose is to be in solidarity with the poor in ways that transform lives while respecting the integrity of local cultures.

Our 4 year Strategic Plan 2013-2016 sets out our priorities and includes:

To support initiatives that make a significant positive difference in  addressing the structural causes of poverty, vulnerability and marginalisation;
To provide capacity building and organisational development support to assist member organisations and their partners to deliver high quality development work;
To enhance Misean Cara systems, processes, governance and internal communications to ensure results are achieved consistently and in a cost effective manner;
To augment risk management systems and processes by enhancing oversight through a greater focus on monitoring, evaluation and audits;
To ensure that development results are demonstrated and communicated in ways that assure that the partner contribution and value of missionary development work is recognised within the development sector and by the public.

Position Summary: Financial Controller

The Finance Controller provides financial expertise in the effective management of the organisation’s resources under the direction of the CEO and the Board of Directors. The post holder will be an experienced accountant with financial strategy, management and reporting skills. He/she will develop effective working relationships with Misean Cara teams, members and the Board of Management.

Strategy and Policy

Leading the development and delivery of a finance strategy to achieve the aims of Misean Cara;
Develop appropriate financial reports and performance measures to inform strategic and operational decision-making;
Responsibility to ensure that key financial policies and procedures are being implemented across the organisation to protect the assets and financial interests of the organisation; and to promote compliance with donor requirements and to meet legal and tax requirements;
Participating as an effective member of the senior management team, playing a role in organisation wide strategy development, planning and implementation;
Developing an up to date knowledge of financial practices and developments in the charity sector and ensuring that Misean Cara policies are kept up to date in this regard; and
Reading the development of knowledge and understanding of financial matters across the organisation in order to promote the effective use and accountability for public funding.

Operational responsibilities

Overall responsibility for the accounting and donor financial management systems across the organisation;
Development of the annual budget and resourcing plan  and ensuring appropriate assumptions are in place;
Responsible for ensuring effective oversight of Misean Cara funds and financial reports;
Monitoring performance against KPI’s and the organisational budget;
Responsibility for and leading, resourcing and developing the finance team locally;
Liaison regarding the work of Funding and Learning and Development (including monitoring and conducting financial reviews of in the field) functions to ensure financial standards are met in applications, reports and monitoring practice;
Quality assurance and liaison with the Charities Regulatory Authority; and
Any other duties as assigned by the CEO and/or Board of Directors.

Financial Reporting

Ensure integrity of financial reports including the preparation of statutory annual financial statements and have overall responsibility for the management of the annual audit;
Preparation of the monthly management accounts;
Responsibility for the preparation of  the financial aspects of the annual report;
Responsible for the financial reporting within donor reports; and
Prepare and present key financial information to the Audit sub-committee and advise on major financial issues which arise and which are outside the agreed boundaries of management authority.

Project Funding

Preparation of financial information for Project Assessment Committee (PAC);
Clearance of finance-related content/changes in project contracts
Monitoring grants provided to members and ensuring appropriate disbursement of funds;
Responsible for the delivery of a limited internal review programme of selected partners to ensure compliance with funding requirements;
Oversight of financial review processes;
Responsible for oversight of fraud / mismanagement of fund allegations by partners/members where there is no conflict of interest; and

Audit & Risk: Undertaking risk management duties, advise and participate at Board Committee level;

Tax: Ensure compliance with relevant tax legislation;

Administration

Adherence to procurement processes and procedures;
Payroll;
Contract management of suppliers;
HR support;
Responsibility for management of IT;
Responsibility for business continuity planning; and
Responsible for ensuring appropriate insurance covers are in place.

Essential skills and attributes:

A minimum of 8 years’ experience in a senior financial role;
Honours degree or equivalent from a third level institution majoring in accountancy, finance or related field;
ACA/ACCA/CIMA qualified;
Extensive experience of managing professional staff and partnering with a management team;
Experience of financial management in developing countries an advantage
High degree of analytical, conceptual and problem-solving skills
Strong communication, negotiation, relationship management and interpersonal skills;
Excellent IT skills including intermediate to advanced Excel;
Proficiency in SAGE accounting package;
The role will involve travel to member projects overseas; and
Respects the ethos of faith-based organisations.

The post is offered on the following terms:

A 3-year contract basis;
Salary range €50,000 to €65,000, dependent on qualifications and experience;
42 hour work-week; and
9 months’ probation.
