General Description

IOM Ireland carry out a range of migrant-assistance programmes, chief among which are its Voluntary Return and Reintegration Programmes (VARRP) that are open to migrants from non-EEA countries who wish to return home voluntarily but do not have them means nor the necessary documentation to do so. IOM assists with obtaining the necessary travel documentation, as well as covering the financial costs of the travel from Ireland to the country of origin. In addition, a small reintegration grant is available to all returnees to help cover the costs of an income generating activity, such as education; professional training and/or business set-up.  The success of these programmes rests in no small measure on the:

Regular and efficient provision of objective information to potential returnees and other categories of vulnerable migrants on the aims, advantages and mechanics of voluntary return programmes;
Efficient dialogue and engagement with a broad range of programme partners and donors; and;
Regular information to the general public on IOM’s principles, policies and activities that highlight IOM’s commitment to assisting migrants, upholding their rights and promoting their role and contribution.

­­Current Duties and Responsibilities

Under the overall guidance of the Chief of Mission (COM) and in close co-ordination with IOM Ireland’s Operational Team, the incumbent is responsible for:

Providing specialized assistance in the implementation of a national communications policy and related activities of IOM Ireland through high-impact, innovative communications activities, materials and other communication tools – formal and informal; traditional and online.
This enhanced strategy and activities should lead to increased, more objective knowledge on the part of potential returnees of IOM’s voluntary return programmes and, through that, to higher numbers of voluntary returnees from Ireland.
Producing and regularly updating a full range of communications and information materials to be used by IOM Ireland’s team of regional outreach consultants and other programme partners to inform potential returnees and other categories of migrants of IOM’s voluntary return option.
Implementing IOM Ireland’s online outreach strategy through the proper functioning and regular update of its web pages; through intense and regular social media presence and activity (IOM Ireland’s Tweeter and Facebook accounts; others if necessary); providing statistical and narrative reports on website and social media usage on a regular basis.
Conducting on-going monitoring and strategic adaptation of the communications strategy as required by general migration dynamics in Ireland and audience response to IOM’s outreach. Draft written project-specific information materials, reports and documents related to the programmes and activities implemented by IOM Ireland; and ensure their proactive distribution;
Coordinating with service providers the design, production and printing of print and online material, which may include leaflets, flyers, posters, FAQs and other forms of written or online information;
Preparing and producing IOM Ireland’s internal and external public information materials – newsletters reports, statistics and similar – and ensuring their regular and efficient distribution to donors, other relevant groups and individuals;
Directly and through the regional outreach consultants, maintaining networking partnership for sustainable co-operation and referral; providing assistance, technical support and monitoring the information and outreach activities and referrals of IOM Ireland’s team of regional outreach consultants;
Organising and participating in regular outreach visits, information and technical support sessions for potential returnees and service providers – monthly or more frequently; representing IOM in Irish Reception Centre Interagency meetings;
Assisting IOM Ireland’s Chief of Mission COM, other IOM Ireland staff in promoting IOM activities in Ireland; participate in workshops, seminars, and conferences relevant to IOM in Ireland and represent IOM wherever and whenever required;
Perform any other duties as may be assigned.

Required Qualifications

Completed first level university degree from an accredited academic institution, preferably in Communications, Journalism, International Development, Social and/or Political Science /  relevant advanced university degree an advantage;
Six  years’ experience in the field of communications/ media/ PR/ international development/human rights/assistance to vulnerable groups an advantage; prior work in assistance to migrant population an advantage;
Excellent communications and public speaking/presentation/motivational skills; ability to draft information materials, reports, other current documents quickly and clearly;
Proven track record of designing and implementing high-impact  communications strategies and activities with palpable results and measurable outputs in terms of changing information levels, perceptions and attitudes and, ultimately, behaviour or targeted audiences;
Excellent knowledge of current office and graphic design software, other multi-media production software and tools.

Selected candidate will be required to frequently travel within Ireland. International travel may also be required but infrequently.

Languages: Thorough knowledge of English. Working knowledge of other languages an advantage. Recruitment is subject to local recruitment and confirmation of funds from the donor.
